Signal pipeline
A signal is a detected conflict or risk moving through five stages. It does not reach David at stage one. A council of five seats, one agent per division plus one at-large cross-division seat, votes first, and 65 percent consensus is required before anything escalates. Advance the signal below and watch what the council did.
One seat voted against. That is the design: the council is a filter, not a megaphone, and a doubtful vote is recorded rather than smoothed away.
The log is append-only and timestamped. It is what keeps the channel trustworthy over time, including for the signals the council held back.
