Every initiative carries one field that no divisional report carries: the other divisions it is standing on. Most coordination failures live in that column, months before they cost anything.

Initiative Division Status Depends on Last real update

A last real update is a change that came from a live feed. A written status summary does not move this date, which is why a slipping initiative shows it.

Reading the dependency column

Internal

Nothing outside the division. It can be judged on its own numbers.

One dependency

One other division holds a gate. Slips are usually visible in that division's updates first.

Two or more

This is where the council earns its place, and where a claim of alignment gets tested.
